| ELLIOTT WEST CSO SEATTLE, WASHINGTON, 1999 The Elliott West Combined Sewer Overflow (CSO) Control Facility was a joint effort with King County, Black & Veatch Engineers, Streeter & Associate Architects, and Nakano Associates Landscape Architects; together with artist Laura Haddad for the King County “1% for Art” program. Scope: This $16 million facility, developed by King County, is one component of the $140 million Denny Way / Lake Union CSO project that aims to reduce controlled sewer discharges into adjacent Puget Sound and Lake Union during storms. Design: The project responded to the neighborhood context by creating a sensitively scaled structure which is visible from Queen Anne Hill above to the east, at street level along Elliott Way, and from the west in Myrtle Edwards Park. Due to a complicated program with many distinct building functions, the sculptural design breaks down the building bulk and scale by expressing the functions as separate building elements. This project was listed as one of the top 20 Washington State public projects in 2002 by the Daily Journal of Commerce. |
